I had the same problem with a Case 1070 farm tractor once. A coter pin had came out of the linkage inside the housing under the seat and let a linkage rod come unhooked. I'd try lots of other remides before I riped into the housinmg, but just thought I'd pass that along. Frank. ....

I've got to assume it's a typical position control 3ph. If so about the only choices are the flow-control valve and the poppet valve--except if the implement and link arms were binding. If the flow control valve is open and feels normal I'd start the tractor and listen for the relief valve opening. If it does there's a good chance the 3ph adjustment is off and the poppet isn't opening. A tractor shouldn't be run too long with an open relief.

Even if the relief doesn't open the poppet still may be stuck or the linkage isn't opening it. You sort of need a manual to check and adjust it. On mine with minor disassembly the control lever and the heads of both the lift spool and poppet valve can be seen. Operating the quadrant lever can be seen to depress the lift spool and poppet valve in lift and lower mode. A manual gives clearance specs for adjustment. The poppet valve could be manually depressed and the 3ph should lower--at least on mine. If I tried it I might want to block the blade up to take weight off the hitch but with a lot of care since the 3ph may be against it's mechanical stop.
